Just read on the official site that City have no policy on vuvuzelas and that therefore they will be allowed (which translates to me as they do have a policy).

Which means that they are allowed at CoMS, unlike at several other Premier League grounds. Meanwhile, the buzz is that a few clubs - including some big noises - are blowing hot and cold ...
Admittedly this is the press page, but the bit which says they are allowed is not in quotes, and as it is on the club website I take this as confirmation that they are allowed.
I'll be very bloody unhappy if they appear at CoMS, and intend to email them to register my opinion, and I urge anybody else who feels the same way to do likewise.
Does anybody know if Keith Durham is still the Supporter Services Manager? He'd seem the obvious one to contact, but City are quite careful not to put his contact details, or anybody's details in that kind of position, on the website.
