Setting up a Blog - advice

My teenage daughter wants to set up a blog to write up her take on Man City and football (she is a seasoncard holder).
She has ambitions to be a sports journo and sees this as a good way of develping her skills and creating a portfolio of sorts in addition to some of the pieces she currently writes for her school magazine and the very local paper.
I know some of you on here have blogs - indeed we've been reading them to give her some ideas/inspiration.
Can any of you kindly suggest the best way of going about creating, disseminating and developing a blog.
